Settlement Ownership
The commonly used interpretation of the rules is this:
A settlement that is on a terraformed area or marked with signs or walls is fully owned by the person who started it. That person decides who can build in the settlement and can modify all the builds (as long as he/she doesn't steal people's items). The settlement owner can also remove builds, if they decide the build doesn’t fit in the town. The owner should inform the player in advance if possible.
In a settlement that is just a group of builds near each other in natural terrain, every build is owned by their builders. No one owns that kind of settlement.
